This position is located at Headquarters, Quantico, VA . Candidates selected for this position will serve as a Supervisory Program Analyst, NF5.
Major Duties
Serves as the Supervisory Program Analyst for the Data Management and Analytics Section, Program Assessment, Marine & Family Programs Division (MF), Manpower and Reserve Affairs Department, Headquarters, United States Marine Corps. Responsible for the oversight of analytics and administration of program assessments/evaluations within Marine & Family Programs Division.
Leads, mentors, and supervises team of data analysts. Assigns tasks, monitors progress and provides guidance on data analysis techniques and best practices. Conducts performance evaluations, manages workflow, and supports staff development. Conduct quality assurance checks and work to resolve any data quality issues. Implement ongoing data integrity protocols and ensure all data meets high standards of accuracy and functionality.
Conducts senior level data analysis and oversees data collection, maintenance, storage, and monitoring of data for several Marine and Family Programs. Leads team in evaluating data across multiple functional areas. Conduct cross-functional analysis. Develops recommendations to program managers based on data findings. Collaborates with Sister Services and other agencies to identify new data collection tools and reports. Develops analysis plan to ensure consistency and accuracy of data. Communicates with installation stakeholders on data requirements and briefs analytic results. Identifies actions Commanders can take to reduce harmful behaviors and improve Marine and family programs, based on data.
Reviews policies and procedures and makes comparison to functional needs to identify problems and solutions to enhance program operation. Compiles and analyzes tangible information gathered from data collection systems. Uses technical expertise with data collection and reporting systems to accomplish work.
Develops and analyzes data to be used in preparing analytical and interpretative reports and guides for program operation. Selects pertinent techniques for data collection to identify aspects of successful and unsuccessful program operations and develops collection tools as required. Research successful methods and techniques used by other local officials (federal, state, local) and provides information on adapting and extending methods and techniques into new patterns to solve problems.
Contributes to the development, review, issuance, and reporting of MF policies, and review of Marine Corps/DoD/SECNAV policies that affect Marine & Family Programs. Ensures coordination of policy review by all stakeholders.
Represents the Data Management and Analytics on issues related to assessment and evaluation of program data. Conducts appropriate coordination on taskers, both internally to the Branch and externally (within the Marine Corps, sister services, OSD). Communicates with personnel in a variety of organizational levels. Works with program staff to ensure accuracy and timeliness of responses.
Supervises full performance level NF-4 and equivalent personnel to include: assigning, distributing, evaluating work; coaching, counseling, tutoring, and mentoring employees; approving and disapproving leave, recommending and completing personnel actions, recommending and completing performance reviews, recommending and administering discipline, recommending and administering incentive awards, signing timecards, training employees.
May work a fluctuating work schedule to complete work assignments outside of the typical work week and work hours. May travel to complete work assignments, and conduct or attend presentations, conferences and meetings.
Qualifications
Bachelor¿s degree in a related field appropriate to the work of position AND three years of experience in the occupation, or a related field or work area, OR an appropriate combination of education and experience that demonstrates possession of knowledge and skill equivalent to that gained in the above, OR appropriate experience that demonstrates that the applicant has acquired the knowledge, skills, and abilities equivalent to that gained in the above. Experience that demonstrates knowledge of and strong background in statistical analysis, Microsoft Excel, R Studio, Python, Jupyter notebook, Power Bi, Tableau, Qlik comprehensive knowledge of designing and interpreting surveys, fact finding, using investigative techniques and presenting results; skill to analyze and evaluate efficiency and effectiveness of business practices to meet goals and objectives. Skill to analyze and evaluate procedures and systems to improve operations; perform surveys to determine compliance with established policies and procedures and establish sound management practices and maintain effective relationships with, and gain confidence and cooperation of a variety of stakeholders to accept proposals on complex issues.
Knowledge of and skill in using management information systems, office automation systems and processes, computer applications, principles, and techniques. Skill to communicate effectively orally and in writing, develop reports, proposals, charts and graphs and conduct presentations. Must be able to provide briefs in various settings to senior leadership and a variety of audiences.
As an authorized and privileged user of Department of Defense Information Systems, must possess the ability to obtain and maintain an IT Level II or higher designation clearance.
This position has been designated as a position of trust. The incumbent must be eligible for an Access National Agency Check and Inquires (ANACI/ Tier 3) background investigation to satisfy IT Level II designation. Appointment and continued employment is subject to a favorable adjudication of the security investigation.
Telework: Eligible for incremental telework as determined by MF policy.
