Loan & Technical Assistance Officer

The Loan & Technical Assistance Officer of the ECDC Enterprise Development Group (EDG) provides pre-loan and post-loan training and technical business assistance services to low-to-moderate income consumers that want to start or expand a small business. The individual works collaboratively with the operations manager, the underwriter/technical advisor assisting with the timely collection of outstanding loans. 

Job Responsibilities:

Client Intake: Participate at community events to identify, educate and distribute program information to potential clients. You are responsible for evaluating clients’ eligibility, assisting each throughout the loan application process to completion, providing technical assistance, i.e., business licenses, permits, EIN from social security, etc.

Pre-loan Technical Assistance: Provide guidance and training, either in small group or one-to-one sessions, to potential borrowers on essential business practices to ensure small business success. Activities include but not limited to  writing a business plan, accounting services, financial strategies and cash flow management.
 

Loan Packaging:  Gather all loan application documents needed for review and consideration by the EDG Board of Directors. Must thoroughly review applications, determine the need for any additional documents or information, conduct site visits, check references and verify the accuracy of data provided.

Loan Analysis & Presentation: Analyze and score the loan package in terms of business viability, credit/character, collateral, and owner’s equity.  Work with clients to strengthen their packages. Take loans through internal staff review and approval process. When packages are ready, present them to the Loan Review Committee.  

Post-loan Technical Assistance/Collection: Continue to work with client to build business capacity by meeting with them quarterly to gauge success of business plan, make modification to the plan as needed, put client in touch with professional outside financial services if needed to assist with accounting/financial practices, e.g., budgeting, marketing business, tax planning, maintenance of all compliance activities with state and federal tax entities, local licensing agencies, etc. Review the monthly payment status of all clients’ loans, when needed assist with the collection of repayment. Compile monthly statistical reports that include quantitative and qualitative statistics that allow EDG to accurate report back to funders the success of clients’ small business activities.

Recruit Volunteers and Mentors: Build partnerships within the business and financial communities that can assist EDG clients with accounting, investments, marketing, legal, human resources and other needs related to being an entrepreneur to further ensure their success.

Other Duties: Assist with training workshops, outreach activities, and other duties as assigned.

 

Preferred Background/Experience

  • BA/BS with a minimum of 2 years experience in underwriting and analyzing diversified business loans
  • Well-developed analytical and problem solving skills
  • Strong organizational skills
  • Strong verbal and written skills
  • Knowledge of bank products and services
  • Strong knowledge of Microsoft Office products
