TRG is seeking a Business Development and Strategy Manager with strong proposal writing and stakeholder relationship skills to join our team in McLean, VA. This position will report to the TRG President.


  • Work with the Executive Committee to set strategy and growth objectives
  • Lead and support proposal efforts required to secure new work
  • Build market position by locating, developing, defining, and closing business relationships
  • Serve as a representative of TRG to partners and clients; support and build partner and client relationships
  • Identify industry innovations by researching industry and related events, publications, and announcements
  • Locate potential business deals by contacting potential partners
  • Discover and explore new business opportunities through thought leadership
  • Screen potential business deals by analyzing market strategies, deal requirements, and financials
  • Evaluate options and resolve internal priorities
  • Examine risks and potentials for business opportunities
  • Generate means to assess proposal effectivity, and support lessons learned post-proposal submittal to assess overall capture effectivity
  • Estimate partners’ needs and goals
  • Close new business deals by coordinating requirements; developing and negotiating contracts; and integrating contract requirements with business operations

  • U.S. citizenship required
  • Bachelor’s degree in business administration or a related field required
  • Master’s degree in business administration or a related field desired
  • 7 – 10 years of relevant sales experience required
  • Minimum of 3 years of management experience required
  • Minimum of 3 years of capture and/or proposal development experience required
  • Understanding of the federal procurement process required
  • Strong technical writing skills required
  • Active Top Secret security clearance desired
  • Prior experience working in the U.S. government or federal contracting desired
  • Ability to collaborate and work effectively with peers, as well as internal and external clients
  • Sales motivated, with strong sales planning, closing, prospecting, and presentation skills
  • Ability to sell to a customer’s needs and understand the market
  • High energy level

  • Highly organized with a strong attention to detail
