Job Summary

This position is located at Headquarters, Quantico, VA. Candidates selected for this position will serve as a Marine and Family Program Specialist NF4.
Major Duties
Serves as the Marine and Family Programs Specialist for the Marine and Family Programs (MF) Directorate, Manpower and Reserve Affairs (M&RA), Headquarters Marine Corps, assigned to the MCICOM G-4 Directorate. For the assigned Marine and Family programs (M&FP), the incumbent supports the MCICOM MCCS Director as a collaborative planner and technical action officer responsible for coordinating program and project development, management, determination of necessary policies, regulations, directives, programs and projects, and doctrines, and procedures for the execution and maintenance of assigned command projects and programs. The incumbent performs in collaboration with MCICOM and MF and serves as the staff lead for planning, managing, coordinating, and maintaining MCICOM support for MF programs.
Advises the MCCS Director in the management of installation-level M&FP. In coordination with the MCCS Director and MF Division personnel, perform/execute required responsibilities for consolidating and submitting MCICOM input for the development of MF strategies, ensuring policy and procedural compliance, and making recommendations on adjusting less effective strategies. Keeps the MCCS Director apprised of the resolution of financial, personnel, and operational problems that impacts the effectiveness of installation-level M&FP. Responsibilities also include packaging of MCCS governance boards products, analyzing, and providing executive level summaries for all governing bodies. Provides policy input. Reviews and advises the MCCS Director of any potential changes necessary to support MCICOM program management and resourcing. Provides program support and promotes best business practices ensuring program consistency across all four Regional MCCS operations and Service Level Training Installations (SLTI), while recognizing that M&RA is the Headquarters Marine Corps sponsor and the Marine Corps Installations Regional Commanders and their MCCS Directors have ultimate responsibility for their local programs.
Oversees on-going and complex coordination between work groups for internal and external customers; assists with the coordination of all requests for additional resources, working closely with installation and MF program SMEs to pull together comprehensive short-range and long-range plans. Reports, progress updates and coordinates directly with MCICOM Staff, M&RA MF, MCICOM Regions, and SLTIs.
In coordination with the Director MCCS, serves as the Marine Corps liaison for Department of Defense Education Activity (DoDEA), United Services organizations (USO), and other non-federal entities that support Marine and Family Programs.
Qualifications
MINIMUM QUALIFICATIONS: Bachelor's degree from an accredited college or university in field appropriate to the work of position AND three years of experience that demonstrates knowledge of, and experience in military servicemember and family support programs OR an appropriate combination of education and experience that demonstrates possession of knowledge and skill equivalent to that gained in the above, or appropriate experience that demonstrates that the applicant has acquired the knowledge, skills, and abilities equivalent to that gained in the above.
Demonstrates extensive quality of life or morale welfare and recreation experience with the Marine Corps or a comparable organization. Demonstrates mastery of established policy, principles, and practices to effectively assess and evaluate program shortfalls, conduct inspections, teach and train, and provide assistance as a recognized expert in the field. The incumbent requires:
Extensive knowledge of the following Marine and Family Programs to include:
Behavioral Programs, Family Care, Personal and Professional Readiness, and Semper Fit. Comprehensive knowledge of Appropriated Fund (APF) and Non-Appropriated Fund (NAF) business operations, morale welfare and recreation programs, and commercial recreation generally accepted principles, techniques, procedures, and processes. Comprehensive knowledge of administrative laws, policies, regulations, and precedents applicable to MCCS programs and a broad knowledge of Department of Defense (DOD), Department of the Navy (DON), and USMC program activities, mission, policies, procedures, and processes; program funding, planning, and management as it relates to Morale Welfare and Recreation and Warfighter and Family Services. Knowledge of change management and risk management assessment processes and the ability to quantify risk at the installation, region, and headquarters level to improve program effectiveness and manage complex processes and systems. Knowledge of planning, programming, budgeting and execution processes and timelines within the Department of Defense, Department of the Navy, and the Marine Corps and ability to analyze cost, schedule, and performance within a program management framework to determine overall program performance. Ability to analyze and assimilate facts for presentations in various formats and an ability to communicate orally, in writing, with officials of government agencies, private industry, academe, and special interest groups.
Extensive knowledge of military structure, missions, programs, and organizational relationships plus administrative policies and procedures practiced within DoD, DON, and HQMC. Extensive knowledge of Marine Corps organizations and missions and the ability to translate organization and mission into strategic planning principles and support current and projected mission requirements.
Must have strong communication skills coupled with the ability to work effectively with persons orally and in writing, face-to-face, over the telephone, and through computer-based venues.
Must obtain and maintain a Secret clearance.
Telework: Eligible for incremental telework as determined by MF policy.
