The Talent Acquisition Manager for Open Positions and New Business is responsible for leading and guiding international recruiting efforts for both new business and open positions in the USA, as well as for expatriates and third-country nationals (TCNs) overseas. This role places a strong emphasis on proposal and project positions within MSH's core technical areas in public health while ensuring legal compliance.
The manager will also collaborate with MSH's Technical, Business Development, and Budget Teams to establish effective partnerships. S/he will oversee the translation of recruiting initiatives into actionable strategies and plans for prepositioning, proposals, and projects. Additionally, the Talent Acquisition Manager will design and implement networking and sourcing strategies to build a talent pipeline for MSH proposals and active projects. This role will also focus on enhancing our strategies, tools, and templates to effectively attract and engage high-quality applicants for MSH.
This is a part-time, temporary position.
QUALIFICATIONS
Education
Required:

B.S Degree in Human Resources, Business, International Relations, or related field.

Preferred: Master's degree in Human Resources or MPH. HR Certification a plus, such as PHR/SPHR/GPHR and/or AIRS Certification.
Experience
Required:
-
Prior experience with Management Sciences for Health recruitment practices.

Minimum of 7 years of recruiting-related experience in a government contracting/ professional services environment.

5 years of experience leading proposal recruitment activities for international development programs, preferably in public health.

Prior experience recruiting within the global health sector is advantageous

Demonstrated understanding of contractual regulations in recruitment for major donors.

Strong understanding of contractual regulations for recruiting key and non-key personnel for international public health projects

Proven success in supporting full-cycle recruitment at overseas locations and proven understanding of project start-up in global destinations.

Experience in developing, aligning, and executing recruiting strategies to meet recruiting initiatives and organizational needs.

Demonstrated ability to meet tight deadlines and work in a fast-paced, rapidly changing environment.

Solid understanding of policies, principles, practices, and procedures of human resources administration associated with employment, compensation, and classification in the United States and global locations.
Preferred:
The expected salary range for this position is: $52,500.00 - $60,000.00 annually (U.S. locations only).
